RIDGWAY — The Elk County Commissioners established Act 13 grant and scholarship programs which will redistribute a portion of its allocation of the Marcellus Shale Impact Fee for local projects.
Commissioner Jan Kemmer was not present for the vote. “We’re really excited to develop this as a way to get our pot of Act 13 money back into the community,” Commissioner Dan Freeburg said. “We think opening it up as an application process is a fair way of doing that.” Act 13 Impact Fees are disbursed by the PA Public Utility Commission directly to local governments to mitigate the impacts of unconventional gas well drilling.
Municipal governing bodies and non-profit organizations can apply for $1,000-$10,000 in funding. Applications will be reviewed by a committee consisting of the commissioners and members of the planning department on June 30 and Oct. 31 of each year.
